Maria Goebert, M.S.
Senior Research Associate
Maria Goebert is a senior research associate with extensive experience in healthcare administration. She has 18 years in federal and state health policy that governs provider operations, national strategies, and financing mechanisms from all stakeholder perspectives.
Ms. Goebert's beginnings as a medical social worker and utilization reviewer was insightful and helped her develop a clear understanding of the health care system's key stakeholders' roles and responsibilities. Through quality measurement and analysis of outcomes and processes, Ms. Goebert was able to define gaps in service and coverage, and identify where significant improvements were necessary throughout the health care system. During her time at the National Committee for Quality Assurance (NCQA), she gained invaluable experience with quality measure design and application, assisting a number of States with analysis of appropriate HEDIS and CAHPS metrics for education and presentation.
Following her work at NCQA, Ms. Goebert worked for CMS clients in the BearingPoint (formerly KPMG Consulting) Federal Healthcare division. She led multiple projects for a vast array of healthcare programs and services, focusing on empowering beneficiaries and at-risk populations and healthcare system delivery and performance improvement. As the Principal Director and owner of Health & Qualitative Research Consulting, Ms. Goebert consulted with Medicare and Medicaid plans, providers, and regulators. She provided education and support for high visibility issues including analysis of the Medicare Modernization Act (MMA), rate adjustment in Medicare and Medicaid, Part D benefits and administration, safety net/DSH hospitals, EPSDT policies, and dual eligible services.
Ms. Goebert is currently pursuing her Ph.D. in Healthcare Administration and holds a M.S. in Health Services Administration from Central Michigan University.
