U.S. Small Business Administration (SBA) Assessment and Impact of SBA Counseling and Training Initiatives Basic Ordering Agreement (BOA)

In September 2012, Optimal Solutions Group, LLC (Optimal), was awarded by the U.S. Small Business Administration with a Basic Ordering Agreement (BOA). Under this BOA, services Optimal may bid on include deployment and management of multiple survey instruments and assessment projects, data collection and analyzes, and the measurement of outcomes and impacts of training provided to SBA constituents.

Optimal Solutions Group, LLC (Optimal) was contracted to assess the outcomes of the e200 initiative by analyzing the intake and outtake data collected from the e200 participants. These analysis results were used to evaluate strengths and weaknesses of the program, progress toward intended goals, and lessons learned. Optimal conducted trend analysis on intake and outtake data from the e200 participants to assess program outputs and outcomes in the following six categories: initiative and content delivery, participants’ attitudinal responses, level of improvement of participants’ management skills, sustainability of participants’ existing businesses, growth experienced in participants’ businesses (financial and employment), and uniqueness of program (e.g., integration of peer-to-peer monitoring with classroom training).
