Washington County, OR – Economic Impact Analysis Consultation

Through Contract No. 20340, Optimal Solutions Group, LLC (Optimal) was awarded a contract to provide Economic Impact Analysis Consultation services in support of Washington County’s Strategic Investment Program (SIP). The contract is effective March 9, 2026, through March 5, 2031.

Under this contract, Optimal delivers economic and fiscal impact analysis on an as-needed, project-by-project basis to support the County’s evaluation of proposed investments and property tax abatement applications. Using its Economic Impact Analysis SaaS platform, powered by Revelo Software, Optimal provides data-driven insights that inform County decision-making.

Services include analysis of direct, indirect, and induced economic impacts; evaluation of job creation, wages, and workforce outcomes; assessment of fiscal impacts and return on investment; and development of clear, defensible reports to support internal review, stakeholder engagement, and public processes. Optimal also provides advisory support to County staff throughout project evaluation and negotiation activities, ensuring consistent, accurate, and timely analysis aligned with County priorities.
