New Award – Boulder County, CO Accessibility Blanket Purchase Agreement

This new award establishes Optimal as one of the County’s qualified accessibility remediation vendors available to support departments on an as-needed basis.

Boulder County established the BPA to support its commitment to providing accessible digital content in accordance with Colorado House Bill 21-1110, Section 508 of the Rehabilitation Act, PDF/UA, and the Web Content Accessibility Guidelines (WCAG) 2.1 Level AA. The contract supports remediation of both legacy and newly created digital content across County departments.

Optimal will deliver technology-enabled document accessibility services through Revelo Software’s e-508 platform, combining automation and artificial intelligence options with expert accessibility validation. This approach provides accurate, efficient, and scalable remediation while maintaining rigorous quality assurance and accessibility compliance.

The BPA supports:

  • High-volume remediation of PDF, Microsoft Word, Excel, and PowerPoint documents
  • Remediation of complex documents, including forms, tables, charts, graphics, appendices, scanned documents, and OCR correction
  • Accessibility validation using automated tools and manual expert review
  • Accessibility compliance reports, testing documentation, and remediation summaries
  • Structured project management, progress tracking, and quality assurance workflows
  • Expedited turnaround for priority requests and scalable support for large document inventories

Optimal is the developer of and an authorized reseller of Revelo Software products, which provide a comprehensive accessibility ecosystem spanning iAccessible for web accessibility, CX and quality assurance, document accessibility, Accessibility Conformance Report (ACR) evaluation, Pre-publication Content Quality Assurance, and Accessibility Assistant for on-demand accessibility guidance and training.

This award reflects the continued investment by counties across the country in improving digital accessibility, modernizing public-facing content, and providing residents with equitable access to government information. Through this BPA, Boulder County can efficiently engage qualified accessibility specialists to support both routine remediation requests and large-scale accessibility initiatives while maintaining compliance with current accessibility standards.
