Understanding the effects of 7(j) online training for 8(a) firms

The Small Business Administration’s Office of Performance Management has contracted with Optimal Solutions Group to assess the effectiveness of online training on topics such as marketing, contract management, and federal contracting rules and regulations for participants in the 8(a) Business Development Program.
The 7(j) Management & Technical Assistance Program is one of several resources that small businesses in the 8(a) program can use to improve their chances of a successful bid on federal contract opportunities. Specifically, 7(j) online training is a low-cost resource available to all 8(a) participants. All 7(j) online training is offered as a free resource to all 8(a)-certified firms.
Optimal will conduct a literature review to gather preliminary information regarding the scope of the contract, design an evaluation around SBA’s research questions, and use data from multiple sources to evaluate the 7(j) program’s effectiveness. The findings of the analysis and evaluation will be collected in an evaluation report.
