2018 ADRF Network Research Conference: Innovations in Administrative Data for Social Science

Optimal Solutions Group will share insight on working with federal agencies to obtain data, using administrative data to develop models and understand successes and flaws, and ways in which administrative data were used to track developments in USAID’s education strategy at the 2018 ADRF Network Research Conference: Innovations in Administrative Data for Social Science.

The conference will take place Nov. 13 and 14 in Washington, D.C.

Dr. Jennifer Auer will present “Working With Federal Government Agencies to Unlock Administrative Data,” discussing how to draft specifications for research data when the person reading the specifications knows more about the data than the author, and how to access the treasure trove of federal administrative data while avoiding difficulties with such hazards as personally identifying information (PII).

Sadaf Asrar of Optimal will present on “A Systems Approach to International Education: How Administrative Data is Being used to Track the Progress of USAID’s Education Strategy,” describing the data system Optimal developed to securely receive, review, harmonize, ingest, curate and publish USAID early reading assessment data. The system was designed to address challenges that make it difficult to effectively use data to answer policy questions, including lack of documentation and guidance on how to correctly use the data.

He will also present on “Stretching a Buck: Using Administrative Data to Inform Continuous Quality Improvement.” The paper describes how raw data collected from Health and Human Services-funded Healthy Marriage and Responsible Fatherhood (HMRF) grantees has been used to develop models on program enrollment and attendance, the effectiveness of incentives and other behavioral nudges on program participation, and changes in behaviors and attitudes due to the interventions, as well as insight into deficiencies.
